Goa is India's smallest state by area (3,702 km2) and its fourth-smallest by population. The Goan economy is largely dependent on tourism as annual tourists are almost five times that of the local population. Goa has a total population of 15 lakh and receives about 75 lakh tourists every year. The movement of these seasonal tourists is largely dependent on unorganized transportation including unmetered taxis, motorcycles, ferry boats and rickshaws. Based on the recent techno-economic developments in EV sector and the vision of Government of India, a need is felt by Government of Goa to formulate a policy for promotion of this sector in Goa. Building on indigenous strengths of tourism and IT industries, Government of Goa aims to make Goa as a model State in EV.

The state of Goa has a total vehicle count of 1.2million; with 60% and 20% stock of 2-wheelers and 4-wheelers. The overall vehicle counts for the past 10 years have been recorded up to 7.5 lakhs. Approximately, 450 (2-wheeler) EVs and 120 (4-wheeler) EVs have been registered with the Directorate of Transport by August 2021. Project team studied the traffic congestion points, also validating the intersections that have highest traffic flow. A maximum of 50,000 vehicles are reported to be passing through the high traffic spots in an hour. It started with a total no. of 115 sites based on convenience, traffic demand management and the revenue opportunities. The analysis, as revealed, has 25 sites to be considered in Year 1, covering all Talukas, to meet the availability of charging infrastructure and revenue neutral options. Further, analysis provide list of 20 sites per year for Year 2 and Year 3 of implementation. MP Ensystems developed a survey questionnaire to be administered to Goans across the state. The aim of the survey is to ensure and validate the selected EVCI locations for their convenience to users, to minimize impact on the grid and to generate revenue for Charging Infrastructure operators.
